The Water Well Trust (WWT), a national nonprofit dedicated to helping low-income American homeowners gain access to safe, reliable drinking water, today announced two leadership appointments that further strengthen the organization’s mission and strategic direction. The Trust has elected Brandon Bailey to its Board of Directors and appointed longtime board member Jeff Williams, MGWC, CVCLD, as Vice President of the Board.
Together, these appointments bring more than six decades of groundwater industry leadership, technical expertise, and national advocacy experience to the Water Well Trust as it continues expanding access to safe drinking water for underserved rural households across the United States.

Brandon Bailey Elected to Board of Directors
Brandon Bailey joins the Water Well Trust Board with more than 20 years of experience in the groundwater industry. He currently serves as Regional Vice President for Headwater Companies, where he supports water well professionals throughout New Mexico, Arizona, Texas, California, and Colorado.
Bailey began his career with 2M Company in New Mexico in 2004 and has spent the past two decades building strong partnerships with contractors, manufacturers, distributors, and industry leaders while helping provide dependable groundwater solutions throughout the western United States.
Since 2014, Bailey has been an active supporter of both the Water Well Trust and the Water Systems Council. He has also served on the Board of Directors for the New Mexico Groundwater Association, helping strengthen the groundwater profession and advocate for water well contractors across the region.
“As a member of the Water Well Trust Board, I look forward to working alongside fellow board members to further the Trust’s mission, strengthen industry partnerships, and expand access to safe drinking water for underserved households across the country,” Bailey said.
Bailey joins the Board following the passing of longtime board member Brian Irwin, whose years of dedicated service helped advance the Trust’s mission. The organization remains deeply grateful for his lasting contributions and commitment to helping families gain access to safe drinking water.
Jeff Williams Appointed Vice President
The Water Well Trust also announced the appointment of Jeff Williams, MGWC, CVCLD, as Vice President of the Board of Directors.
Williams is a nationally respected leader in the groundwater industry with more than 40 years of experience. He began his career in 1980 with Spafford & Sons Water Wells, the family-owned Vermont well contracting company that he and his father purchased in 1984. Throughout his career, Williams has built a reputation for excellence in water well construction, groundwater systems, and geothermal heat pump installations while helping lead one of New England’s most respected groundwater companies.
Beyond his business leadership, Williams has made significant contributions to the groundwater industry through the National Ground Water Association (NGWA). A longtime volunteer and advocate, he served as President of NGWA in 2016, has held numerous committee leadership positions, and is widely recognized as an instructor and speaker on groundwater business management, well construction, and industry best practices.
As a member of the Water Well Trust Board, Williams has helped guide the organization’s strategic growth while championing initiatives that connect homeowners with safe, sustainable drinking water solutions.

Since its founding in 2010 by the Water Systems Council, the Water Well Trust has helped hundreds of families across the United States gain access to safe drinking water by providing financial assistance for new water wells and septic systems in rural communities where public water infrastructure is unavailable.
As demand for assistance continues to grow, the Trust is expanding partnerships with contractors, manufacturers, distributors, state groundwater associations, donors, and industry leaders to reach more families in need.
